New CEPA publication: ‘Why the US-Ukraine minerals deal matters’ highlights strategic impact of historic investment agreement

WASHINGTON, D.C. / Kyiv – A groundbreaking article co-authored by political strategist Kateryna Odarchenko and Ukrainian lawyer Serhii Kolisnyk, recently published by the Center for European Policy Analysis (CEPA), sheds light on the transformative potential of the US-Ukraine Minerals Deal signed on April 30, 2025.

Titled “Why the US-Ukraine Minerals Deal Matters,” the article explores how the newly launched Reconstruction Investment Fund strengthens Ukraine’s sovereignty, accelerates post-war reconstruction, and reinforces strategic mineral supply chains for the U.S. and its allies.

“This deal is more than just economic cooperation. It’s a geopolitical signal that the West is serious about Ukraine’s future and reducing dependence on adversaries like Russia and China,” said Odarchenko.

Covering 57 types of critical minerals – including lithium, titanium, cobalt, and rare earth elements – the fund applies exclusively to new deposits and is structured to attract private-sector investment with no taxes on revenues or contributions.

The piece highlights:

  • The fund’s potential to reshape global critical mineral supply chains;
  • Ukraine’s vast but underdeveloped natural resources;
  • The need for SOE reform and legal clarity to ensure investor confidence;
  • The deal’s strategic role in U.S. efforts to pressure Russia and counterbalance China.

“Ukraine has enormous mineral potential, but realization depends on political will, governance reforms, and long-term partnerships,” added Kolisnyk.
