Humanity Communications Collective receives international recognition for Human & Civil Rights work

County Exec. Brian M. Hughes makes statement on mass shooting at Michigan State University

TRENTON, N.J. — Unthinkable. Senseless. Terrifying. Devastating. Once again, these words invade our worlds as we mourn for the loss of life that has occurred at Michigan State University in East Lansing, Michigan on Monday.

 

As we again try to make sense out of a senseless act, our thoughts and prayers are with the families who lost loved ones.

 

We are learning more about the assailant, his ties to Mercer County and Ewing Township and his longtime struggle with

mental illness, remarked Hughes.

 

In response to what was deemed an unconfirmed threat to Ewing schools, Ewing Township temporarily closed its schools Monday out of an abundance of caution, while police investigated.

 

Fortunately, no incident occurred, and the investigation determined there was no threat to Ewing schools. I commend the Ewing Police Department and Ewing school officials for their swift action that put the safety of the community first, and the police department’s Mercer County law enforcement partners for their assistance. This illustrates how important it is to have a plan in place – as was the case here — so appropriate action can be taken in the event of an emergency, Hughes said.

 

Our County mental health team reached out to the Ewing School District  to offer their services, and I have reached out to Mayor Bert Steinmann and offered any other assistance that the County might be able to provide, he stated.

 

I ask that we also use this as an opportunity to refocus our efforts on the safety and security of our schools, our children, and our neighbors.

State investigators reveal disqualification of former Mercer County CFO

State Comptroller says CFO David Miller did not hold mandated credentials

MERCER COUNTY, NJ — The former Mercer County Chief Financial Officer, David Miller, was unqualified to hold the position says the Acting New Jersey State Comptroller Kevin Walsh in a scathing report issued on Tuesday.

 

The Office of State Comptroller (OSC) report detailed the findings of an investigation launched after a 2021 confidential complaint filed with the agency says that former Mercer County Financial Officer, David Miller did not hold the proper credentials mandated under state law for the position.

The OSC report says that under Miller’s leadership the finance department “lacked basic internal financial controls; it did not have an organizational chart, written policies, or a system of checks and balances to ensure that its financial system was properly managed.”

 

The report says that because of Miller’s mismanagement the County paid more than $4.5 million in fees and penalties for delinquent tax payments to the IRS and State Treasury.

 

The investigation further found that Miller “did not have, nor did he seek to obtain, the statutorily required credentials to hold the position of CFO—for the entire time he was employed by the County.”

 

State law requires a county chief financial officer to obtain a certified municipal finance officer certificate from the Division of Local Government Service under the Department of Community Affairs. Requirements to obtain such a certificate include experience in county finance, a higher education degree in business administration or accounting, and references that will attest to the applicants’ moral character.

 

The CFO is appointed by the county executive and serves for a three-year term with a salary set by the County. Miller’s annual salary was reportedly $161,000 per year.

 

During the ongoing OSC investigation, Mercer County was informed that the CFO was placed on administrative leave without pay for his failure to secure the credentials. A county spokesperson confirmed that Miller was placed on unpaid leave on August 15, 2022 and then subsequently terminated.

 

“The report reveals circumstances and events which the County thoroughly investigated through special outside counsel. Those findings led to an immediate referral of the matter to the appropriate law enforcement agencies and is now in their hands. We are cooperating fully with those agencies and have been for months since the Administration first uncovered the problems with its CFO in August, 2022,” said a Mercer County spokesperson.

 

“The Administration and the taxpayers were let down by Mr. Miller,” the spokesperson continued. “We are doing our level best to learn from this experience and taking steps to avoid their recurrence and to recover the expenses occasioned by Mr. Miller’s conduct and to hold him accountable.

 

Appointed by Mercer County Executive Brian Hughes, the CFO operated independently, with minimal oversight by his supervisor, OSC found.

 

The OSC further reported that the Mercer County Administrator, who manages day-to-day affairs for county government, gave the CFO “substantial discretion in handling departmental operations.”

 

“In the absence of effective internal controls monitored by executive level employees, the deference provided to the CFO allowed the waste to go undetected for years,” concluded the OSC report.

 

The OSC report noted that Miller’s attorney, who was not named, told the agency that, if interviewed, Miller “intended to exercise his right against self-incrimination under the Fifth Amendment to the United States Constitution.

Hughes applauds TSA officers’ dedication, parity pay provision

Mercer County Executive Brian M. Hughes praised Transportation Security Administration (TSA) officers at Trenton-Mercer Airport for stopping a traveler with a loaded .380-caliber handgun in his carry-on bag at the airport’s security checkpoint in mid-December.

 

The man also was in possession of two loaded gun magazines and a pellet gun, which, like a firearm, is not permitted through a TSA security checkpoint. He was arrested by Mercer County Sheriff’s Officers.

 

“This incident illustrates the crucial role TSA officers play in helping to ensure the safety of the traveling public,” County Executive Hughes said.

 

“I commend the TSA officers at Trenton-Mercer Airport for their dedication and thank them for their service.”

 

The County Executive also thanked the federal government for acknowledging TSA officers’ valuable contributions by providing funding in the fiscal year 2023 budget that allows the TSA to bring pay rates in line with other federal agencies, effective July 1, 2023.

 

The TSA said its Transportation Security Officers have generally been paid up to 30 percent less than their federal counterparts.

The contracts and deployment locations are as follows:

  • A property management group in Chicago will have a K5 ASR patrolling the parking lot of a mixed-use facility with both retail and professional clients as tenants. This will be the Company’s second deployment in the City of Chicago in an area where crime, trespassing, vehicle break-ins, and catalytic converter thefts are at epidemic levels.
  • A police department in North Carolina has purchased a K1 Call Box to aid in direct emergency communications for its citizens.
  • Knightscope scored another Tribal casino client, which will be the first contract in Oklahoma. There are 39 Tribal Nations in Oklahoma alone, and they collectively have over 80 casinos.
  • An airport in New Jersey is replacing a competitor’s product with a K1 Blue Light Emergency Phone.
  • 4 K1 Call Boxes will be going to a construction company in Texas completing a new bridge. The phones will be used to assist in suicide prevention.

New York speeds up traffic with award-winning cashless tolling system by Kapsch TrafficCom

VIENNA & NEW YORK — (BUSINESS WIRE) — Kapsch TrafficCom USA announces the delivery completion for a new tolling system covering four bridges and two tunnels between New York and New Jersey. The final step of the project, for which the Port Authority of New York and New Jersey and Kapsch TrafficCom were awarded ITS NY Project of the Year 2022, went live on December 11th.

 

With the new system, the toll point with the highest traffic volume and commercial traffic in the United States will offer cashless tolling. This means that millions of drivers taking the tunnels or bridges into the city are no longer forced to stop at toll booths.

 

With the system for the Lincoln Tunnel going live, we have concluded six years of tireless work to enable cashless tolling for drivers crossing between New York and New Jersey,” comments JB Kendrick, President Kapsch TrafficCom USA. “I want to thank the team for their effort and, of course, also the Port Authority for the great cooperation in this project.”

 

Port Authority Executive Director Rick Cotton comments: This upgrade is a win-win for all drivers who use our crossings by cutting precious minutes from daily commutes, by reducing vehicle accidents in toll lanes, and by decreasing emissions from vehicles waiting in line to pay cash at toll booths.

 

The scope of the project included the replacement of the legacy toll collection system at all Hudson River and Staten Island Bridge crossings operated by the Port Authority with AET technology provided by Kapsch. For E-ZPass users, nothing will change. Those without E-ZPass will have their license plates automatically recorded and receive their bills via mail.

 

The tolling system covers four bridges, two tunnels, thirteen zones, two-way traffic with one direction tolled at reversable lanes and three plazas. Kapsch installed new tolling sensors and equipment providing proprietary stereoscopic nVDC technology in order to create all electronic transactions.
