Meadow Management: A growing concern at Mercer County Park

Mike Long, Director of Stewardship

Park goers recently voiced their concerns over the mowing of common milkweed and other wildflowers in meadows at Mercer County Park.

The Park Commission responded to those concerned individuals but wanted to share more information about meadow management for those interested in the habitat enhancement for pollinators. The mowing was not a mistake, but a key step in establishing new meadow habitat.

Populations of pollinators such as bees and butterflies have dramatically decreased due to habitat loss/fragmentation, diseases, and pesticide use. The Park Commission has made pollinator habitat creation and enhancement a focus to help combat the decline.

In 2021 the Stewardship Department partnered with the Natural Resource Conservation Service and the Xerces Society to implement over 30 acres of lawn to meadow conversion at Mercer County Park. Xerces is an international nonprofit organization considered by many to be the foremost authority on pollinator conservation. The Stewardship Department followed the steps outlined by Xerces to create the meadows at Mercer County Park. These steps are described further below.

The first stage of lawn to meadow conversion requires preparing the site for planting. Many turf grasses found in lawns are capable of outcompeting native grasses and wildflowers. To establish a native plant community quickly, these grasses must be removed or killed by solarizing the soil or using herbicide. Once free of living turf grass, the area can be seeded with desired pollinator species, native grasses and a nurse crop like common oat or cereal rye.

Even under perfect conditions, many native wildflowers can take several years to appear. The nurse crop, also called a cover crop, is typically an annual species that establishes quickly and acts as a placeholder until wildflowers and desired grasses germinate. Despite successful cover crop germination, some undesirable annual species often find their way into the project area. Mowing is performed during the summer, as needed, in the first 1-2 years to prevent these undesirable species from going to seed. Desirable perennial species return and produce seed while the presence of undesirable annuals decreases. After year 2, invasive plants may be selectively spot treated with herbicide to reduce their presence and maintain the native plant community.

Once wildflowers and native grasses are well-established, these areas will be strategically mowed or burned in late winter or early spring to provide nectar and cover in line with the life cycle of pollinating insects. Mowing portions of the meadow, known as strip mowing, is a strategy sometimes used to provide cover and area to forage for overwintering birds.

To summarize the steps of meadow creation:

  • Prep site and remove existing vegetation
  • Seed with desired wildflowers and native grasses
  • Perform mowing during growing season as needed in first 1-2 years
  • After year 2 spot treat invasive species
  • Mow in late winter to reduce presence of woody species

The Stewardship Department appreciates concerns shared about the mowing of new meadows, but it is an important step in successful habitat creation. Keep an eye on the meadows in the coming years and enjoy the colorful display of native wildflowers. Take pictures, but please don’t pick them!

Fourth Annual GARP Climate Risk Survey reveals steady progress amid increased regulatory scrutiny

Climate risk staffing and use of metrics, targets, and limits at top firms also increased

JERSEY CITY, N.J. — (BUSINESS WIRE) — A new global survey from the Global Association of Risk Professionals (GARP) found that climate risk is increasingly becoming part of business-as-usual risk management at top global firms.

Conducted by the GARP Risk Institute (GRI), the “Fourth Annual Global Survey of Climate Risk Management at Financial Firms” received participation from 62 leading financial institutions around the world, including banks, asset managers, and insurers with USD 43 trillion of assets their balance sheets, and total assets under management around USD 46 trillion.

According to the 2022 results, supervisory activity on climate risk continues to intensify. Nearly 90% of firms reported that their regulators have published formal expectations for climate risk management, while nearly 80% said that regulators are now requiring them to report their climate-related risks.

In addition, 67% of firms reported significant increases in staff working on climate risk over the past two years, and more firms than ever are setting their climate risk appetite; 90 percent of surveyed firms now use metrics, around 75% use targets, and just over 50% use limits.

“As demonstrated in our fourth annual Survey, many firms are making progress in climate risk management,” said GRI President Jo Paisley. “It is particularly encouraging that we have seen an increase in the use of metrics, targets, and limits this year — an area that has proven to be stubbornly difficult.”

Other key takeaways included a strong increase in the number of firms looking beyond climate to other forms of environmental risks, such as air pollution and biodiversity loss, and innovations in climate product offerings. Such climate-driven products include ESG funds (offered by over 80% of asset managers) and green bonds and sustainability-linked loans (offered by over 70% of banks).

Despite the obvious progress, some immediate challenges persist. Firms cited the availability of data (82%), availability of reliable models (72%), and regulatory uncertainty (45%) as their greatest short-term concerns. In addition, most surveyed firms still believe that physical and transition risks are only partially incorporated in market prices.

“We’ve seen improvements across many aspects of climate risk management, with perhaps more evidence of firms focusing on the commercial opportunities of climate change,” said Paisley. “Though there’s clearly still work to do, the progress on climate risk management for the firms involved in the Survey has been steady and reassuring.”

Mercer County reopens Rosedale Road/General Johnson mini roundabout in Princeton

Project aims to improve pedestrian safety and reduce traffic speed, congestion

PRINCETON, N.J. — The Mercer County Department of Transportation and Infrastructure reopened County Route 604 — Rosedale Road — after completion of a mini-roundabout at the intersection of Rosedale Road and General Johnson Road, announced County Executive Brian M. Hughes, Thursday.

The roundabout, located at the intersection of Rosedale Road and entrances to Johnson Park Elementary School and Greenway Meadows Park, was engineered to increase pedestrian safety, control speeds along Rosedale Road and decrease congestion in the area during peak school and park operation hours. The roundabout aligns with Mercer County’s Complete Streets Policies by providing improvements to support all road users, including pedestrians and bicyclists. It also complements Princeton’s Safe Routes to School project by calming vehicular traffic along Rosedale Road.

In addition to the construction of the Mini-Roundabout, Mercer County also reduced travel lane widths to 11 feet on Rosedale Road approaches, lowered the posted speed limit to 35 MPH between Elm Road and Province Line Road while maintaining the 25 MPH school zone, and installed Rectangular Rapid Flashing Beacons (RRFB’s) on both Rosedale Road approaches, to increase driver awareness of pedestrian crossings. Mercer County collaborated with Safe Routes to School Program Coordinators during the conceptual design phase, resulting in the addition of the rumble strips and “school ahead” pavement markings. Johnson Park Elementary School and Greenway Meadows Park officials were consulted during the construction staging design process with a focus on always maintaining access to the school and park entrances.

Construction began on June 30, 2022, and was completed on August 25, 2022, while public schools were not in session. Mercer County had committed to completing the project within the anticipated two-month timeframe and opened the road prior to the new school year start date in September.
